HARMONI: Hazard assessment and risk management of NaTech emergencies with cross-collaboration opportunities

The HARMONI project addresses the growing complexity of NaTech disasters—where natural hazards trigger technological accidents—by developing a comprehensive platform to enhance prevention, monitoring, and response for Europe’s critical infrastructures.

 

For the prevention and preparedness phase, HARMONI creates sophisticated Digital Twins of critical infrastructures. These virtual models enable authorities to simulate cascading effects and worst-case scenarios, which informs the development of robust prevention and mitigation strategies.

 

In the monitoring phase, the platform delivers real-time situational awareness. It combines advanced remote sensing algorithms, UAV-SAR imaging, and on-site data collection to continuously monitor for vulnerabilities and provide crucial early warnings.

 

When a crisis occurs, HARMONI guides the action and response with its unique Hybrid NaTech Decision Algorithm (HNDA). This system integrates Federated Learning, human expertise, and social science insights to recommend the most effective Standard Operating Procedures (SOPs) tailored to the evolving disaster, ensuring a holistic and ethical decision-making process.

 

The entire system is powered by a unified Knowledge Graph that integrates existing data and lessons learned. The platform’s technologies are validated across six diverse use cases, including a cross-border collaboration scenario, to ensure interoperability and scalability. By fostering cooperation with initiatives like ESA FutureEO, HARMONI supports knowledge sharing and alignment with international standards.

 

Ultimately, the project strengthens resilience, reduces disaster impacts, and provides innovative, interoperable solutions for managing NaTech crises, supporting safer and more sustainable practices across Europe and beyond.
